Okay so, I encountered this today.
I plug in the charger, the Orange light turns to white(which means that it's fully charged) in 2 seconds and then the laptop stops charging.
I've gone through the forums extensively and I haven't been able to fix the problem.
Things i've tried
1. Updated BIOS
2. Uninstalled the ACPI- Compliant Control Method Battery in Device manager
3. Hard reset my PC.
And I've also updated the drivers and downloaded all the windows updates!
Also, i've diagnosed the pc through PC hardware diagnostics tool and it passes everything (even the battery in it's 2 seconds of charging)
Any help will be appreciated!

Judging by the age of that laptop, the battery is most likely failing now (its near its end of life), even if the diagnostics does not report an error.
Have you tried running the battery completely down and then connect the charger?
IF you have and that did not work, you have done all you can do at this point. Only thing left is to replace the battery. One big issue those style of batteries have is that when they fail, they have a tendency to swell up and distort the laptop case.
If you don't replace it, I would consider removing it soon. Its ok to run the laptop on the power cord only.
HP does not sell those batteries. You would have to find a third party seller online in your country. I'm sorry.
