Lower FPS and heating

Hi. I struggling with playing games, specifically CS:GO. My laptop is in Performance mode and everything  (windows, graphic drivers etc.) is up to date. 
First, it starts to overheat when I play games , and temperatures going about 90-100'C.  But  as I read on forums, it is normally for my and for gaming laptops. 
When the temperature raise, FPS gets down. Especially in CS:GO, on start of game, it is about 250+, and when CPU and GPU temp raise, it goes to 120-150 and randomly on 20-50 which makes playing not possible.

I have Intel® Core™ i7-8750H Hexa Core Processor and NVIDIA® GeForce® GTX 1070 max-q, and i think i should play even CS:GO on high config without struggles. 

It happens since i bought it (near 1 year ago) until today. 

What I did?
So i find on internet to change the graphic card that rendering game (from integrated on NVIDIA) and it didn't help. I didn't find the solution in this community, so i wrote this question. I'm frustrated that i spent a lot money so i can play any game on high config, and i can't play even CS:GO on lower conf than high. Please, help me! Thank you!

@petarllic there are many ways to increase FPS and system performance:

• Update the BIOS.

  For desktop PCs, go to HP Desktop PCs - Updating the BIOS.

  For notebook PCs, go to HP Notebook PCs - Updating the BIOS

• Update the graphics driver.

  Go to HP Customer Support - Software and Driver Downloads, enter your PC model, then select the driver for your graphics card.

• Most games allow you to change the graphics settings. Using a lower graphic quality often improves FPS.

• Close any applications or programs that are not being used.

• Turn on Game Mode. Game Mode is a new feature in Windows 10 Creators Update that improves gaming performance by limiting background processes and programs from using system resources while a game is running.

  1. Press the Windows key and G to open the Game bar.

  2. In the game bar, click Settings.

  3. Click the check box next to the game title to enable Game Mode for that game.
