So something is definitely wrong if you cannot find the HP recovery tools on your system.

You have 2 different options.

You can download the genuine HP recovery media from HP for your model.

Here are the instructions that will show you how to download and use the recovery.

You will need a blank 32GB usb pen drive to use the recovery tool with.

Or

You can use the Microsoft ISO directly from Microsoft. It will only install the OS directly, but not the HP tools and software.

But it will work also. Either method will work.

You will need at least an 8GB blank USB pen drive for that one.

I did a reset for the Laptop from system settings which reinstalled the windows and then i updated everything  from the beginning but the problem still exist, every 30-50 seconds my CPU speed drops to 0.38Ghz for 15-20 seconds  and the cycle goes on until i close the game. Does this mean my laptop might be faulty ?

I was suggesting a Clean install, that is why I offered the links above.

I would contact HP Support for further help under warranty.
