The laptop doesn't supply enough power to run when plugged in so it slowly discharges the battery,
The Battery doesn't stay charged while plugged in and using the laptop
Battery will slowly recover charge when Laptop not in use

Your OMEN by HP - 17-an110na (4AN73EA), according to: http://h10032.www1.hp.com/ctg/Manual/c06001792.pdf, came with one of three AC adapters (chargers), 135, 150, or 230-watt. My thinking is that perhaps upgrading your charger would solve your problem:
