Hi, I've been using my laptop for the past 5 days and it has been really quiet for the most part while not gaming. Yesterday, after gaming, it did not go back to being silent. Even when everything is closed and the CPU usage is 3-5 %, there is a decent amount of noise that usually comes when the CPU usage is 25-30% . A low whistling noise is also present, other than the usual sound. I kept it untouched for 8 hrs and it didn't improve things. I've reinstalled the latest bios and ran some hardware component tests the HP customer care guy asked me go do. Still no luck. How do I resolve this?

Don't worry as I'll be glad to help, I have a few troubleshooting steps we could try to fix the issue:  
Hard Reset: Follow steps from the link: https://hp.care/2GnkMa8. (Refer to the removable and sealed battery)
BIOS default:(do not skip any troubleshooting steps even if you feel steps are repeating)

  1. Turn off the computer and wait five seconds.
  2. Press the Power button to start the computer and repeatedly press the F10 key to enter the BIOS setup menu.
  3. On the BIOS Setup screen, press F9 to select and load the BIOS Setup Default settings.
  4. Press F10 to Save and Exit.
  5. Use the arrow keys to select Yes, then press Enter when asked Exit Saving Changes?
  6. Follow the prompts to restart your computer.

Hello,

 I did a factory reset; windows reset etc. Nothing changed. Hp support team replaced my fan twice, nothing changed.

I appreciate your efforts to try and resolve the issue. this sounds like hardware related issue with the Fan and in order to fix this issue, your computer needs to be serviced.  As we have limited support boundaries in the support community as of now.

I tried it as well. However, nothing changes when I manually try to bring down the fan speed

Hello Echo_Lake,

Thanks for the reply. I just want to know what could be the cause for this? Hp technician replaced the fans twice, as I already mentioned. I guess he is not competent enough to diagnose the issue. His thoughts were that if it's got nothing to do with fans, something with the motherboard would be off and it may have to be replaced. However, replacing it would be risky as I will be probably receiving a lower quality motherboard.
