My question is if upgrade or replace RAM memory or internal storage (SSD or HDD) is permitted or not by the warranty terms.

Obviusly it's implied that this operation is done without any kind of demage to any component.

If yes, this procedure is allowed in any case or the warranty terms are somehow related to the region/country?

 

my pc is an "omen 17-cb0009nl".

This is a question with NO concrete answer. This is case-by-case basis and normally with any problem due to those upgrades you have to REMOVE new upgrades before you can ask for warranty,
