Here is the summary that we can start a brain storming from the above posts:

Laptop is quiet till it reaches 55° (easy to reach) and then left fan start spinning with too high speed (annoying noise). Fan stays on until laptop reaches down 35° (that means you have to leave it unused for 10 minutes with no processes).
The problems are:
-The temperature threshold to deactivate fans.
-The non-optimized rotating speed when load is low.
Following changes to be implemented in the next bios update:
- Keep fans turned off up until CPU exceeds 55 degrees C.
- When running fans, use both right and left fans, but at low RPM, to increase overall airflow. Right now, it's only the left fan running most of the time. Right fan seems to be activated by GPU only.
There is a high-pitched noise coming from the fan(s) that might be RPM related, so a slightly lower RPM may change the noise profile a lot.

Proper BIOS update would come handy for HP Pavilion Gaming Laptop 15-dk0xxx as well. HP has released update a month ago for my model but didn't fix the problem, it's still here, still frustrating, nothing changed. I quoted message from HP employee in my post:

Also having this problem since I bought the computer.
I'm not a computer expert and have no idea how to proceed but i never had a laptop this noisy.
I also rather have it noisy and cool than burning hot but if there was a way around this I would like to know.
If I am watching a movie it gets to a point where you can only hear the fan noise...

Hello MiguelFA, same here, unfortunately we have all same issue. We have to wait and hope for a bios update.
I can only suggest to edit windows power saving mode in order to limit performance of the CPU and let it heat less possible

This is an old thread and things have chnaged over time
You can improve how your cpu is cooled by repasting the thermal compound
If you don't want to do that and have an intel cpu then download latest bios and latest omen command centre.
Leave your fans always on within bios and set auto fans in omen command and undervolt your cpu to reduce the voltage it getting, try -50mV
In omen command centre goto performance control and select balanced, goto graphics switcher and set hybrid
Both of these last two things change the amount of wattage allocated to cpu and GPU, this will reduce heat
you can also use the program throttle stop to set max cpu wattage limits over and above what omen command does
all of the above makes the fans inaudible at idle as the cpu temp is lower and therefore needs less fan rpm on auto
I have older ears so my kids are more aware of fan noise at idle than I am
I know nothing about controlling ryzen cpu wattage, voltage, sorry
(when you want to game, move the cpu performance to Performance, and select discrete graphics - which needs a reboot - this gives more wattage to both cpu and gpu, but will therefore cause more heat and noisier fans on auto)

Hello October3, unfortunately we are dealing (ryzen especially) with combinations of multiple issues on our OMEN 15 2020.
And there is nothing we can do.
Simply cpu fan is running too high at its minimum level and the temp at which the fan is shut down is 35°.
There should be a better control of the cpu speed (at minumum rotating speed you should not hear it, we hear it very well instead) and a different threshold of the fan shutdown

My ryzen model has this limited version of command center
(by the way, just got an update to 11.1.5.0)
