Have the exact same issue. Contacted HP support and they have advised to reinstall Windows to try and solve this issue. Surely there is a better way?... Any news on this topic? Reinstalling an OS for this matter seems to be an overshooting.

Apart from OS Install I've tried literally everything but still same. Seeing so many users affected by this feels a software issue. If anyone from HP would look closely into this that will be helpful rather than just troubleshooting.

Don't worry as I'll be glad to help,
Since you have already tried most of the troubleshooting steps to resolve this issue, The last thing I can suggest trying is a restore back to the factory. 

The HP Cloud Recovery Tool allows you to download recovery software to a USB drive. You can use the downloaded recovery image file in order to install the Windows operating system.
