I tried the "Accepted Solution" and it didn't work. The PC has a fresh install, and all drivers and updates are in, latest firmware and everything else is up to date. Uninstall and Reinstall of the Omen Gaming Hub didn't work. Terminating, Repairing, and Resetting didn't work
 
The Following worked just fine (Even though it required more than 5 Arbitrary Reboots because of no prompt asking me if I WANTED to reboot or not.
 
Install Instructions for The Ridiculous Open Gaming Hub SDKs.
 
1. Download regular main SDK from your product page.
           ((In my case, and after renaming
           (SDK Pack for Omen Command Center v1.0.91 Rev.A sp166157.exe))
      a. Install and let system reboot.
 
2. Open Omen, let it have access to camera and audio.
      a. Go to Camera & Voice Enhancer Section and wait for SDK Download Popup.
           i. Initiate download and wait for primary install and arbitrary reboot.
      b. Open File Explorer (This PC) and go to the following folder:
                (Also open a second File Explorer Window)
                (to your chosen download location)
           i. C:\Users\%YourUserName%\AppData\Local\Temp\HpOmen
           ii. Or paste just this> %localappdata%\Temp\HpOmen
                into the address line of the explorer and hit enter.
           iii. Save all four *.EXE SP Pack files you see in there to a secure location
                 (roughly 1.29GB atm)
                 aa. If all four files are not there then you may have to keep
                        attempting install until they are in.
                 bb. I ran each one and renamed the files accordingly.
                          (( Do not open Omen until all items have been installed))
                                              ((Each file requires reboot))
                        (1. Omen Device Pack v1.1.0 sp161722.exe)
                        (2. RTX 50 Common SDK for Omen v1.0.12 sp161726.exe)
                        (3. RTX 50 Camera SDK for Omen v1.0.1 sp161731.exe)
                        (4. RTX 50 Audio SDK for Omen v1.0.1 sp161732.exe)
                 cc. Each file requires an arbitrary reboot.
                          ((No WONDER it is so screwed up))
 
3. Re-popen Omen Gaming Hub and go to Camera & Voice Enhancer section.
     ((It ought to be working now.))
 
4. Enjoy the hassle's result
