Are you using the Windows 10 dark mode? In that case the dark mode could cause this weird behavior, you can try either to switch to the light windows theme than reverting back to the dark one. Or if you are using the light theme try switch to the dark one. That seems an explorer related issue. You can fin theme options under Start > Settings (The gear over the shutdown button) > Customization > Colors > Scroll all the way down until you find the theme selector.

@sboeh84 I suggest updating the BIOS, graphics card, and Chipset drivers using the HP website, please use the below links to download the respective update:

  • HP Notebook System BIOS Update (Intel Processors) - Click here
  • Intel Management Engine Interface (MEI) Driver - Click here
  • NVIDIA Graphics Driver - Click here / Intel High-Definition (HD) Graphics Driver: Click here

Once done, the issue should be resolved, if the issue persists, please back up your personal data and create a new user account using the instructions mentioned here and check if that works fine.

Thank you!  I have installed the 4 drivers listed above and created a new user account.  The issue still occurs.

@sboeh84 I suggest you back up the personal files and then, install all available windows updates if that doesn't work either,
