This issue was a part of laptop before service center and it has been after it. I can't say that it's the issue of fans because after they are completely stopped, scratching is present. Adding a video with the sound: https://streamable.com/jtw2nl. The model is Hp Omen 17-db0011nw

Adding to this post that my laptop sometimes Hibernates out of the blue and shows low battery message when it's completely full (I believe it's already an issue caused by service center)

Another thing I unlocked is that when I'm in Hp Pc hardware diagnostics, the scratching sound minimizes or even completely disappears (it seems to be the only condition for it to disappear)

Thanks for sharing the details and the video. I understand how frustrating this must be, especially after your laptop was serviced. Let me address both issues:

 

Scratching Sound 

Since the sound continues even after the fans stop, it may be caused by:

A loose internal part or cable vibrating.

It’s helpful that the sound goes away in HP Hardware Diagnostics. That suggests it might be tied to system load or power use. We’d recommend having the hardware rechecked.

 

Battery & Sudden Hibernation

Your laptop hibernating with a full battery is not normal. This might be due to:

A loose battery connection (possibly after service).

Wrong battery readings from the system.

A firmware or BIOS issue.

 

What You Can Do:

Run HP Hardware Diagnostics:

Turn on the laptop and press F2.

Run Battery and Hard Drive tests.

Note any errors.

Update BIOS & Drivers:

Go to Official HP® Drivers and Software Download | HP® Support and enter your model.

Install the latest BIOS and power-related updates.

People seem to say that it can be a coil whine that is not harmful to laptop at all. And I have checked the battery as well. No issues were found
