Hello,
I've been here before because I was facing overheating issues while playing games on my laptop that was just a month old that time, after a series of solutions and stuff, I used Intel XTU to decrease the Turbo boost power max to some low values and that somehow helped me to lower the temperatures but that decreased performance of the system as well as FPS too.
Now, it has been a year to my laptop. I have performed thermal repaste twice on my CPU and the GPU, cleaned the air vents, removed whatever dust was settled, updated every driver and BIOS and did every thing that could have been creating the issue but still I'm stuck with the same issue.
Config:
CPU: i7-7700HQ
GPU: Nvidia1050Ti
While Gaming:
Power throttling: Disabled at Best Performance mode
CPU Temperature: 97°C
GPU Temperature: 85-90°C
Ambient Temperature: 22-24°C
Fan: Always On
System Cooling policy: Active
Max Processor state: 99% (on both plugged in and on battery)
Thermal Throttling: 15-30% (Tested on AIDA 64 Extreme)
Also, I think there might be an issue with the fan speed, they aren't that loud even at high temperatures. Although it's good that they are not loud but how to find out if they are running at full speeds? I used a software called Speedfan to monitor them, but I doubt the results as it says Fan 1 running at appx 3200-3500 rpm while Fan 2 running at 100-150 rpm only.
Idk, if those results are trustworthy.
Anyways, kindly help me out on what to do next. I've tested the hardware by running Hardware diagnostic tests, it seems normal to me. I've done everything that I could but now here I am. And, the warranty period for my laptop has also ended.
Looking forward to get some real help.

If its a software related issue with the system updating the system BIOS will clear overheating issue and make the system function normally,
However, if its hardware related issue. You need to ship the unit for physical diagnosis. Even though computer warranty expired still HP will be able to diagnosis your computer under out warranty service options. HP Support can be reached by clicking on the following link: www.hp.com/contacthp/
