In windows power management, on right top corner click 'additional power setting' and 'create new power plan' . Click on the bottom 'Change advanced power settings'. New window pop out and find 'Processor power management'. From there you can set 'Maximum processor state', you can select how much % of CPU. If you set to 99%, it will not enable turboboost. Maximum clock will be 2.1 Ghz instead of 3.9-4.1Ghz. In most games, such as Farcry 5 or BattleField V, you can still get average 60fps. It is still smooth because of G-sync screen.
Heavy new games utilized multicores and with 6 cores, we have enough power even with lower clock.
If you want to get highest fps in range of 100fps, then you can select default HP power setting. cpu will be at 3.9Ghz in all cores for few minutes and reach near 100C, after that will hover around 85C at 3.5Ghz. The cooling in HP is really good, it cooled all essential parts including CMOS and DRM that many thin laptop like XPS 15 have problems with.

ty jhon, today I try Overwatch to check temp of cpu and cpu
CPU reach 83°C
GPU 72°C
ambient temp 29/30°C
Have you some advice for me ?

I tried to set power mang. cpu max 99% with battery and with eletric cable, nothin changed

ty 4your reply, I would feel me safe that was uneccesary contact hp assist.. If those values are "standard" and dont compromise notebook's health I'm ok eith that!
( for standard I mean: my nee notebook never burn or cpu\gpu never die.., ateast 5y then I will change it lol )
maybe Incan write them just for safe..

@andreamennuni Like Campe92 said, your temps while playing Overwatch on that model of laptop are within normal temps.
CPU at 83c on Overwatch means you are fine.
In fact, there are some on this forum that have issues with the temps going much higher.
