I have the same problem and I have a temporary fix, but it is annoying and I think it needs to be done every restart (perhaps even more often, haven't tested that). Start at Settings>Apps>Installed Apps>scroll to HP Event Utility>click on the 4 dots on the right>Advanced Options>scroll down to Terminate and click that.

There's a few posts about this one problem. It would be good if they got consolidated.

Does this actually work, i'm worried if I may cause myself more problems???

Nloton, it is a temporary fix until HP puts out a more permanent fix.

When you restart, the app process is no longer terminated and the caps lock notification comes back. I don't think temporarily stopping the app (terminating it) will cause any problems.

Hi, I also had the same problem just now, and I saw Easierone's solution and I thought "Why not uninstall it if I can terminate it?" so I did uninstall it. Now, I am having no problem with the caps lock indicator/notification after restarting my laptop. I am not sure if you're gonna have the same outcome as mine, so if you're still hesitant to try it, it's okay. Attached to this message is the screenshot of my apps, the HP System Event Utility usually appears after the Support Assistant, but now it's gone (because I uninstalled it).

Btw, I am using the HP Pavillion x360, therefore, I'm not really sure if we're gonna have the same good outcome. So please, don't come at me if it turns out bad T_T
