I am unable to activate pre installed office.

Your machine could be one of the following machines

which says:  

 
1 month trial for new Microsoft 365 customers

 

Therefore you have to pay Microsoft to get a key to activate otherwise you can only use 1 month.

mine HP Victus product is 16-E0162ax , with pre installed Microsoft office Home & Student 2019

which says nothing about Office product. Please ask the place where  you bought your machine.
