It is possible that the back usb is still working even when i shutdown my laptob

This is as per the design. The rear USB port Support HP Sleep & Charge. They supply power while the PC is in sleep or powered off. For more info refer to page 3 of the service guide

I'll also add to Kumar's information...

 

You should be able to enable and disable the USB charge function in the bios.

When you press the power button to turn the laptop on, rapidly tap the F10 key until the bios appears.
