It happens several times that the CPU does not give its maximum potential making me go games in jerks (it only uses 15% of CPU) as if the computer occasionally limits its maximum power. The fan also does not get loud while gaming, which happens to me when the computer is giving its full potential (100% CPU)

To make sure, you are plugged in right? This isn't happening on battery only? Because it will absolutely throttle on battery only. You should game plugged in.
This may or may not help, but did you go into the NVIDIA control panel and see if you have the option for choosing integrated vs dedicated graphics? If so, make the NVIDIA card selected. Using the graphics card will help ensure the cpu is being utilized more fully.

Also you can opt to have it run full power also and per game individually...
Make sure your Windows power settings are on full performance.
