I recently noticed when I play any game longer than a few minutes, my laptop will rapidly switch between plugged in and not plugged in, will lose charge quickly, and sometimes will jump between 96% and 100% and back again. I did a battery check with the hp support assistant and it says the battery is running normally. so would this be a charger issue?

I see that you are facing issues with your battery charge. Battery percentage suddenly falls from100% to 96%. This symptom is functioning as designed to protect battery from overcharging.
