is there 144hrtz on the victus hp laptop d0xxx and if there is how do i put it on 144hrtz because it is only capped at 60hrtz

Some models in the series have 60 Hz displays and some models in the series have 144 Hz displays, so it is currently impossible to answer your question unless you provide the full model number or product number of your notebook to determine what Hz display HP installed in it.

 

No doubt it is only a 60 Hz display.
