I understand you are getting the "Code 39" error indicates that Windows cannot load the camera driver due to corruption or a missing file. Here's a step-by-step guide to resolve the issue for your HP Spectre x360 14-inch 2-in-1 Laptop PC and restore your HP Wide Vision 9MP camera functionality:
Please try the following Troubleshoots steps.
Step 1
1. Turn off the Unit.
2. Disconnect the AC adapter.
3. Remove any discs from the disc drive.
4. Remove memory cards from the card reader slot.
5. Disconnect all nonessential peripheral devices, such as printers, scanners, external hard drives, and USB flash drives.
6. Disconnect the AC adapter press and hold the power button for approximately 15 seconds.
7. Reconnect the AC adapter, and then turn on the computer.
Step 2
Turn off the unit and please press and hold the Windows key + letter B key and the power button together for 30 seconds after 30 seconds, 1st release the power button but keep holding the Windows key and B key for ten more seconds and then release these two keys If done correctly, you will see the display flashing once. Please attempt it thrice as this step and Restart the unit
Step3
The unit has to be turned off, Press Win+ V while holding these two keys then Press the Power button, continue to hold all three keys for 30 seconds and then release the Power button first and then release these two keys Please attempt it thrice and then you may get a Pop-Up CMOS Check and it will restart the unit
Even if you don't get a Pop-up restart the unit manually after 3 attempts.
Steps to Fix Code 39 Camera Error:
Uninstall the Camera Driver:
- Right-click the Start button and select Device Manager.
- Expand the Cameras section.
- Right-click on the HP Wide Vision 9MP Camera (or any other camera listed) and select Uninstall device.
- Confirm the uninstallation.
- Restart your laptop to allow Windows to attempt reinstalling the driver automatically.
Update or Reinstall the Camera Driver:
- After the restart, if the camera is still not working, go back to Device Manager.
- Right-click on your camera device and select Update driver.
- Choose Search automatically for drivers to see if Windows can find a driver online.
Rollback Camera Driver (if applicable):
- In Device Manager, right-click the camera device and select Properties.
- Go to the Driver tab and click Roll Back Driver if the option is available.
- Restart the system and check if this resolves the issue.
Run Hardware Troubleshooter:
- Press Windows + I to open Settings.
- Go to System > Troubleshoot > Other troubleshooters.
- Find Camera and click Run to initiate troubleshooting.
- Follow the prompts to let Windows detect and fix any issues.
Install Windows Updates:
- Ensure your system is up to date. Sometimes Windows updates include necessary drivers for hardware.
- Go to Settings > Windows Update and check for any pending updates.

Thank you for responding. It did not work received another error message however I have found this information
windows Hello - camera cannot be found - Device Manager - the stream.sys driver file means your camera is only supported b Windows 7 or below. The computer was purchase THIS YEAR and is still under warranty. I I cannot use video camera - this product was SOLD UNDER WINDOWS 11.
