Hey,

I'm trying to play gta v online and when i press f9 key ( volume down ) it won't work. 

In Hp Omen Control,  i changed it from Alternate functions to f keys but it still won't work.

I've tried holding fn + 9 , fn + f9, shift f9 and all these things and it won't work in the game. 

The game settings are all good, i checked on that as well and i don't know what else to do. I also shut down my laptop and turn it on and pressed f10 to enable the f keys as i was reading some discussions here but it's still not working..

Can someone please help? Thank you.

What model are you working with? Can you try to use this key outside of the game, and inside of another game please? This information will help us determine the cause of the issue.
