My laptop randomly won't boot and power button light just slow flash. But then other times it will boot and run with zero issues. Ran multiple diagnostic both full system and individual components, everything passes.

The slow flashing power button on your HP OMEN 15-ce0xx laptop, especially when it intermittently fails to boot despite passing diagnostics, points to a low-level power or embedded controller (EC) issue, possibly related to:

  • Sleep state corruption (Modern Standby)
  • BIOS/UEFI glitches
  • Power delivery inconsistencies
  • Faulty lid sensor or EC firmware


Steps to Stabilize Boot Behavior

1. Perform an EC Reset

This clears residual power and resets the embedded controller.

Steps:

  1. Disconnect the charger and all peripherals.
  2. Press and hold the power button for 30–60 seconds.
  3. Reconnect the charger and try powering on.


2. Disable Modern Standby (if enabled)

Modern Standby can cause boot issues on some OMEN models.

Steps:

  1. Open Command Prompt as Administrator.
  2. Run: powercfg /a

If it shows “Standby (S0 Low Power Idle)”, Modern Standby is enabled.

To disable:

  • Use Registry Editor to set: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Power
  • PlatformAoAcOverride = 0
  • Restart the system.


3. Update BIOS and EC Firmware

Even if diagnostics pass, outdated firmware can cause intermittent boot failures.

I have done the EC reset multiple times it works 50% of the time to solve the issue. 

I checked for updates it said everything was up to date as of original post date. 

Little more backstory 

Shortly after this started i removed the battery and the 2.5 sata drive and it worked for a few days then stopped then reinstalled the battery and it worked.

Then it started acting up again so currently the battery is removed 

I checked for the modern standby and it says my system firmware does not support this standby state. 

 

9/2 It did a bios update and it booted fine a few times.

 

9/4 Its back to just flashing

 

9/5 Back to booting normal
