Welcome to our HP Community forum!
Your HP Victus 15-fb0000 can be fitted with up to 2x32GB of DDR4 PC4-25600, 3200 MHz, Non-ECC, SODIMM, 260-pin RAM sticks -though few would need this much RAM.
The fastest any RAM can run on your system is 3200 MHz, there are no software or BIOS tools for your laptop to change RAM speed.
In order to understand why your new RAM is running below 3200 MHz, please let me know what RAM (part number) you are using.
