Fans are controlled by heat sensors therefore in your machine one fan always runs more RPM (speed) than the other because its area is always "cooler" or generates less heat.

 

Sorry I don't know what do you mean "laptop fan not in control continuously running in full speed not in control." Please give more info.

 not be able to control my fan speed running on max speed in constant speed cpu fan (max,auto,manual) options not working fan on full speed moving
