when i open Hp Pc hardweare Diagnostics 

have mark near memory says maximum memory speed refers to the speed that memory module is capable of, whereas the memory clock speed refers to actual speed of memory after implemnitng on the platform 

 

please help what is it and what to do

That is in theory BUT in our REAL world, max speed sometimes is lower than max speed of RAM because machine can only run at lower speed.

 

For example: your machine supports 2400MHz RAM, you can install 3200MHz RAM but your machine will downgrade RAM back to 2400MHz.
