whenever i go to the task manager to check my cpu's performance, i see that my real time cpu clock speed is way higher ( 3.95 Ghz ) than my base cpu clock speed ( 2.20 Ghz ), and whenever i play some sort of game on my pc, it satrt to sttuter constantly, so how can i downclock my cpu's real time speed 

and pls dont mind my bad english...

What is your OMEN by HP Laptop 15-dc0xxx ? My machine which is an  OMEN by HP - 15-dc0071tx, its specs

which has Intel® Core™ i7-8750H (2.2 GHz base frequency, up to 4.1 GHz with Intel® Turbo Boost Technology, 9 MB cache, 6 cores) processor.

 

For performance, machine will run very close to top speed it can run.
