If there is no effect on your computer from it showing you -1% CPU then I believe this is a software issue.
it could be solved by reinstalling your OS (Win 10 64Bit) and see if the problem still occurs.
Although if there IS in fact a heavy effect on the performance of your computer you should contact official support from HP.
