my apps are not working properly even 'settings' also not responding and some system apps are also not responding

I tried many things but nothing worked I had also run scan so many times but nothing happens and windows security app is showing all regular I can't even install an update or troubleshoot because settings is not working sometimes it shows 'omencommandcenterbackground.exe application error' and I can't find omen command center in uninstall programme.

please do something quickly
