HP OfficeJet Pro 9018 All-in-One Printer

I accidentally signed up for HP as being in the United Kingdom. I went into my profile and changed this to the USA. Every time I try to sign up for Instant  ink, a "Bad Request" comes up and in the right top corner, a non-USA phone number is next to my Profile icon.  My printer says Cartridge cannot be used until printer is enrolled in HP Instant ink. I reset it and unplugged it but the same message appears.
