A little while after installing my second HP instant ink cartridge the ink quality became poor - streaky and patchy, mainly with the black. Print levels are fine and I did a print quality diagnostic which told me to clean the cartridges but that did not work. Tried through virtual chat to chat to an adviser but no one was available (during office hours!). As impossible to speak to a real person I do not know what to do.

Try to clean gold contacts on cartridge... follow these steps...

Have you checked you HP Instant Ink account page? Your Instant Ink account page will have notifications if there are any issues with the account or recent cartridge shipment, it will even provide solutions on how to fix the issue. You may log in to your HP Instant Ink account page from here.
If the suggested information can't be found, please send us a private message with your Instant Ink account details or you may also respond to the private message I've sent out and I'll help you out, accordingly. Check next to your profile Name, you should see a little blue envelope, please click on it.

Thank you Asmita. As I said in my post, I already checked the ink level and according to my Instant Ink account page there is plenty of ink. I have been through all the suggestions from that page of how to fix the problem and they did not work. If you could send me some new ink in case there is a problem with the ink cartridges I have, that would be a next step I'd imagine.
