Hi! Printer is showing error of cartridge not communicating correctly. Done the troubleshooting and answer is HP won’t send replacement cartridge until this is sorted. To be honest by weight clearly cartridge is empty rather than a problem. How can I sort this out?

Please help!! I have the HP Officejet Pro 9018 ... when first boots up throws the error "Cartridges cannot print until printer is enrolled in HP Instant Ink" This prevents the printer from connecting to the network and enrolling the service. There must be some way to bypass that initial error and get the printer on the network ... I've spent hours on the phone with tech support to no avail.
