I switched my plan on July 1st from the monthly $5.49 per month plan to the $20.99 plan per year. On July 29th I was charged $20.99 and on July 30th I was charged $5.49. 
Why the double charge?

Based on what you've described, the two charges are likely for two different billing periods rather than a duplicate charge.

The $5.49 charge would typically be for your previous monthly Instant Ink plan, covering the billing period before your plan change took effect. The $20.99 charge is for your new annual Instant Ink plan, which is a one-time yearly payment that provides 120 pages for the entire year.
 

If you use all of the included pages before the end of your annual term, the plan will renew according to the annual subscription terms.
 

If the dates or amounts still don't seem to match what you expected, please let us know. We'd be happy to take a closer look and help clarify the billing details further.

HP Support Community is mainly a user-to-user forum run by HP, where people ask questions, share fixes, etc. “For your issue, this place is not that helpful. Please visit the website where you manage your subscriptions and look for a support, help, or similar option. From there, use online chat or call HP agents directly.

As for the charge issue, it may be an overlap caused by the plan change: one charge for the new yearly plan and one charge for the old monthly subscription still renewing or closing out. Still, I can’t say for sure, it's just my guess. Please contact an official agent for this issue.
