Through some error I now have threes spare ba/color sets of instant ink for my 4500 Envy. If I use up the current one, you are going to ship me two MORE of them. How can I get the actual SHIPMENT of ink turned off for a while? I know I can suspend the account, but by my read, I will be charged for every ten pages I print. If I cancel the account, will the ink carts I have still work?

Ink is included with your plan subscription.
In this case, too much ink.
The ink does not cost you anything -- it is still not the way the plan should work, of course.
Important
If you cancel the contract, you cannot continue to use any Instant Ink cartridges.
All Instant Ink cartridges remain the property of HP.
Instant Ink cartridges will lock after the final billing period is past.

HP Instant Ink Platinum is a printer subscription program with an all-inclusive monthly payment. This payment includes the printer, 24/7 hardware support, next-business-day replacement warranty, and CarbonNeutral usage certification. The subscription also includes a new printer every two years.

Your HP Instant Ink service cannot be placed on hold. If you must be away for an extended period of time and do not want to be charged for the HP Instant Ink service during that time, you need to cancel the service and then re-enroll when desired.

I received six ink cartridges from your company that were sent incorrectly and cannot be used, along with the eight cartridges I pay for monthly. I am disappointed that I cannot use these cartridges without continuing to pay for them each month. I believe it would be fair to receive a refund or replacement for these cartridges, and I hope that you can resolve this issue for me. I have had some frustrations with your customer service, but I understand that mistakes can happen, and I would like to give your company a chance to make things right. If we can find a satisfactory solution, I will be happy to continue using your products in the future. Thank you for your attention to this matter.
