How on earth does one contact HP support?

I need to speak to an agent regarding my instant ink plan and an issue with my colour cartridge. I've checked the official support website and tried the virtual agent to no avail. I'm just repeatedly told that my product is out of warranty. Yes, I know it's out of warranty but my request has nothing to do with repairing it, rather that I need replacement ink because my current colour cartridge is faulty [the metal contacts seem worn out and so the printer cannot communicate with the cartridge]. I had this problem a couple years back and was able to speak to HP, who sent out a replacement. Why is it so difficult getting through to support now?

I do not know why it is difficult.

Perhaps ... Instant Ink Support likely operates within certain hours.

Cannot use the support contact options at the Website?

As in the past, the phone number and other contact information is located in your Instant Ink Terms of Service contract document.
