Why is do they make it so complicated to do a simple task such as updating my address?  Poor customer service and website design. I have been trying for months now to no avail and I haven't received my ink forwarded to my new address via the USPS

I believe you are referring to Instant Ink service. To know how to change the shipping address or any other info on the account, refer to - HP Instant Ink - Manage your account

This document is available to customers on the HP Support site.
