Instant Ink initial billing issue

Trying to enrol in instant ink, picked my printer up Friday 15th, set up Sunday 17th - cannot recognise billing info. Keeps coming up with attached message after confirming with my banks. 

I've tried probably 30 x - no exaggeration. 

I've tried 3 different payment methods, checked all my information is correct. 

I don't understand. 

I've been waiting 6 weeks for this printer and have a back log of study, printed 2 student guides and I'm out of ink already, I NEED this to work.
