Instant Ink sign on problem

HP Recommended
HP Deskjet Pro 6830
Microsoft Windows 7 (32-bit)

I live in Spain and cannot find out how to sign up for Instant Ink. Whatever I do and whatever link I follow it automatically defaults to the UK site where I cannot change the delivery address to my Spanish address. I have tried clicking on the union flag in the top right corner but nothing happens. Any suggestions please?
