Is the monthly charge of $2.99 a service charge then they charge more for ink?  I don't understand the per page cost vs. cost for a cartridge of ink or the monthly charge.

Instant Ink subscription is a Print-by-Page service.

 

Ink is included in the subscription during the time the contract is active.

 

The cost is not for the Ink Cartridges (included at no extra charge), the monthly charge is for the Plan you selected when you subscribed to the service.
