I am having the same issue. I just had to go out and spend $75 on a new color ink cartridge, and I can't find a way to contact support at all about this issue, to let them know I need new ink asap. This is the 3rd time this has happened to me in the last year. Why am I paying $15 a month for the program, when I am having to buy cartridges every 2nd or 3rd one? Extremely frustrated. I also want to know how I make my printer alert HP that I need a new cartridge sent after I have installed my purchased cartridge.
Edited to add: The link that the HP employee gave does not have any information for this particular issue....where you run out of ink, but the printer says you still have ink, therefore it has not sent an alert to ship more. And honestly....should it not be shipping more ink BEFORE it runs out? My printer is showing that I have less than 1/4 ink left (although the magenta is empty in the cartridge), and it is not scheduled to ship for another week yet. It then takes on average of 2 or 3 weeks to get to me after it has been shipped. Even if my cartridge wasn't actually empty at the moment, I would definitely be out long before I actually get a new cartridge.

I have repeatedly had this issue, also, where I am out or running out of ink and want more sent before the system says I am due for a shipment. Currently my instant ink account says it will be 12 days before they order more for me and then it always takes 7-10 in shipping days. I knew I would probably run out before then. Therefore, I just now used the HP virtual agent and after answering a few questions the agent asked me if I wanted to recieve my ink early ! It was a haleighluia moment ! Ha ha. I enthusiastically clicked “YES” ! It was fairly fast and I didn’t have to wait on hold on the phone. I have done that before, though, called HP on the phone and asked for an early shipment, which they agreed to, but the virtual agent was faster. Hope this information might help, you, too.
