I use an HP Officejet Pro 6970 and was using instantink for about 2 years before I cancelled. I am aware that the instant ink cartridges don't work after cancellation and bought new ones that worked fine. Now that they were empty I bought another set of standard HP cartridges and the printer refuses to use them until I sign up with instant ink!

To assist you better, what is the error message you get?
For now, perform the steps mentioned in this document.
Turn off web services. Click here to know how to turn off web services.
Restart the printer, reinsert the ink cartridges and check if that helps. Make sure the ink cartridges being used are non-Instant Ink cartridges.

Unfortunately, I have tried everything already. I reset the printer, turned off web services, and restarted multiple times with and without cartridges.
The new cartridges are not instant ink or instant ink ready but still the printer shows the message: "cartridges cannot be used until printer is signed up for instant ink"

That's unfortunate. Please reach out to the HP Technical Support team in your region regarding the service/replacement options.
You may create a case on the website to obtain a case number if required. Kindly watch this video to know how.
