Hello.  I have a question about going OVER the allotted paper. 

I understand the fee is $1.00 per 10 pages.

Will they use the gift card on file to pay for Xtra pages. Or will that be a separate

No it's im not asking about billing.

I'm asking about going over the paper limit. Is there a gift card I can buy to cover that instead of using a credit card.

HP Instant Ink typically charges for going over the allotted page limit on your plan, and they usually handle payments through credit or debit cards. If you'd prefer not to use a credit card, one option could be to use a prepaid card. You can buy prepaid Visa or Mastercard gift cards from various retailers and use those for your HP Instant Ink payments. Just make sure the prepaid card has enough balance to cover any additional charges.
