Welcome to the HP Support Community.
Thank you for posting your query, I will be glad to assist you.
I see that you are looking for help with enrolling in Instant Ink.
If the printer was enrolled under another account previously, you will have to get that account cancelled first.
Once the previous account is successfully cancelled, you can refer to the steps on this link enroll the printer again and let me know if that resolves the issue.
