Welcome to the HP Community --

There are several things to consider before the printer can be used.

===========================

Printer - Instant Ink

First -

An Instant Ink subscription includes ink during the course of the active subscription.

There is no additional charge for the ink -- the subscription is a Print-by-Page model.

That said, the subscription cartridges only work with the active contract.

The cartridges are not transferable to another subscription nor can they be used in any other printer.

Hopefully, the price of the used printer was not inflated to include the ink you cannot use.

The necessary setup needs can all be sorted though it will be easier if the previous owner cancelled their subscription.

If the printer is not currently enrolled and will not be used with an Instant Ink subscription,

Remove all the subscription cartridges from the printer -- purchase a set of HP ink cartridges and install in the printer.

Instant Ink icon blinking?  Notes here:

HP DeskJet 3700 printers - Blinking lights

Web Services light blinks amber

This error occurs when a Web Services print job is blocked, or when HP Instant Ink is cancelled and a software message has not been acknowledged.

If both the Web Services light and the HP Instant Ink icon blink and the HP Instant Ink Service has been recently cancelled, press the Information button twice to resume printing.

If only the Web Services light blinks, an HP ePrint email print job has been blocked.

Printer - Operating System / Printer Application

Next,

Android 8.x and older might indicate your phone will not support HP Smart (a standard scan and print app).

There are generally other options, though it's best to check whether any of them will support an older Android OS.

Mopria print, for example, states it supports Android 8 (at this writing) but not older versions of the OS.

Printer - Connection

Next,

The printer supports Wireless on the 2.4GHz frequency.

The printer does not support 5GHz.

Make sure your router is broadcasting at both frequencies.

Created an SSID named network for 2.4GHz and connect the printer to that network.

These are hardware limitations -- there is no workaround using any software or app.
