Does that mean my printer is counting pages that it doesn't print, because that's the only explanation I can think of.  I can point to specific examples of the printer not printing and being billed for over 50 pages.

I can understand why this would be concerning, especially if you've noticed pages being counted during times when the printer did not appear to produce a successful print.

It's important to know that HP Instant Ink counts pages that the printer processes, not the amount of ink used and not necessarily only the pages that are successfully printed and collected by you. For example, pages can be counted if a print job is sent to the printer and processed, even if the output is incomplete due to an interruption, paper issue, printer error, or if the job is cancelled after processing has begun.

 

To help clarify how page counting works, HP provides the following support document:

You may also review your printer's print history and usage information within your HP Instant Ink account. Comparing the dates and page counts shown there with the specific incidents you mentioned may help identify where those additional pages were reported.
