Recycling Envelope Use

Have others been denied postal service for the return of the instant ink cartridges from a Canadian postal store when the address listed is an American address with no postage being required?  These envelopes come with out instant ink delivery,

but I was informed by the postal clerk that Canada Post does not accept these without postage. 

Apparently we can drop them off at a Staples store or a London Drugs but they keep providing us with these envelopes.

Postage-paid cartridge recycling envelopes are included with most HP Instant Ink shipments. The address should match your location.

This would be the correct solution for sure, but I have never received a return envelope with a Canadian address.  They come with a Nashville, TN, USA address.  I've been enrolled in the program since 2018 and have always dropped the cartridges into a post box.  This was the first time I handed it to a postal clerk.  I have no idea if my other cartridges were ever sent on without postage but the clerk assumed they did not.  Hopefully HP will start shipping the cartridges in Canada with a return envelope with an address in Canada.  That way the recycling program will work.  I was told that I could drop them off at Staples or London drugs and I will see what happens when I attempt to give it to them.
