Is there a way to request cartridges before the printer says I’m running low? I use this printer for my side business and I’m expecting a large order. I would hate to run out of ink while I’m producing the order and have to wait until HP sends me a cartridge.

Log into the HP Instant Ink site, the phone number (or chat option for some countries) will be listed in the lower right of the opening screen.
Be aware that the terms of service for Instant Ink do not allow using Instant Ink for a printing service, see section 4.d of the Instant Ink terms of service here.
4. YOUR REPRESENTATIONS AND OBLIGATIONS. By purchasing the Instant Ink Service, You hereby represent that:
d. The Instant Ink Service is purchased by You for Your individual use, and not for resale, redistribution or to otherwise share with other parties, and you represent that You will not use the Instant Ink Service on behalf of others where You collect a fee (e.g., in connection with any type of printing or copying business);
