So, I set up my old printer again, and re-registered. I am in the monthly ink shipment. I also bought ink and installed it. Why is my ink I bought at a local store counting against my page allotment for the month to print?

The Instant Ink subscription model is "Print-by-Page".
The plan is based on the number of pages you print and NOT on the amount of ink you use.
Using your own ink makes no difference to the plan since Ink is included in the plan:
