Why didn't I recieve a Black cartridge with my last shipment?

I  received my order last week and there was no Black cartridge in the order. I want to know why. My Black is running very low.

I have the $13.99 Plan, which should include the 3 colors and Black. Where is it? I need it!

Every time I get an order There are 4 items in the order. The most recent order came with Pink, Yellow, and Blue and NO BLACK.
