cartridge error

Microsoft Windows 10 (32-bit)

app show ink levels are ok but printer showing cartridge error which needs to be resolved before ink will be posted.

I have tried all the trouble shooting ideas and the last one is to change the cartridge which I cannot do if you won't send me one until the problem is solved.

I'm going round in circles and getting very frustrated.

Blue ink stopped printing.  Replaced cartridge, new cartridge not printing either. 

How do I fix it or do I just wait for this alleged new blue cartridge that is expected to come by November?
