I'm having the issue and it's driving me nuts. I am installing the printer software on a new laptop, and I go through the entire setup process, the dialogue box tells me that my printer is connected and the setup process is finished... BUT IT'S NOT!! When I try to close the HP Smart app dialogue box, it give the same error the original poster mentioned:
"Exit Device Service Setup
Are you sure you want to close this Window?
If you exit, you can complete your setup later by saving this link: (in blue and underlined: Copy link to clipboard)
Click continue to continue set up or close."
Why is it doing this? There are NO options in the HP Smart app to continue or finish setup. There are options to manage my instant ink account, set the printer's network address, etc, but that has all been done and there is absolutely NOTHING left to do! I just want to use my printer/scanner!
The troubleshooting steps outlined have not worked. I've uninstalled drivers at the root level, and reinstalled only to encounter the same problem again.
I am installing a HP Envy 4520 on a Dell Windows 10 laptop.
Please help, contacting customer support has not worked.

I do not know why the installation is not providing the "Continue" option - or whether it would work when the installation is apparently "stuck".
You checked Operating System "unknown" and then tagged Windows 10.
Assuming you are indeed installing printer software on a system running a recent version of Windows 10 ,consider:
In general, the printer software should install on a Dell computer running Windows 10.
For those reading:
HP Smart is available for supported printers for Windows 10 and Mobile applications.
Print from your Android, iOS, or Amazon Fire device with the HP Mobile printing app.

Newer printers - and printers for which the application has been made available - can install and use the Full Feature Software and / or the HP Smart software.
The Full Feature Software is available from HP Easy Start Printer Setup Software as an option and as a separate download / installation package: HP ENVY 4520 series Full Feature Software and Drivers
- Open Windows Updates > Check for Updates > install any updates (if / as available)
- Restart the computer
- Make sure your network is available and will allow communication from the printer (check your Security software to be sure it won't block the download / installation).
- If you have not done so, check and install the printer Firmware. Read any Description, Fixes, or other information before installing Firmware.
- Restart the computer.
- Download, Save, and install the Full Feature Software.
- Assuming the installation completes, Restart the computer and log in.

Download and run the Doctor Software
The doctor is available on the printer's home / troubleshooting website

and / or
If you have not done so, log into your HP Connected account and check that it is active and whether the printer is already added: HP Connected Login
